    It does work, you have to position the small gear carefully.. There is also another solution that works, where all five orange gears are allowed to fall.

    In Geared 2, on the iphone, level 2-19 can not be solved. I have seen the solution on the guides page on this website, but it is impossible to get that solution on the iphone.
